Nebraska Division Mercenary Posting Information


The following is information on the temporary transfer bulletin and what the requirements are if the pools are suspended and you have to go to a new pool or extra board. More information will be posted as it becomes available.

A copy of the Engineers Temporary Transfer Agreement can also be found at the end of this announcement.


1.      The Temporary Transfer bulletins now close at 1201 Hours, June 14, 2011. I have included the notice at the end of this announcement.

2.      If you are on vacation between now and when this bulletin closes, you can bid on the bulletin when you come off vacation but probably will not receive the original bonus money.

3.      If you already have a scheduled week of vacation during the time you are a temporary transfer, you will be able to take your vacation.

4.      Please read the new bulletin, there are some changes.

5.      No claims will be process due to the short advertisement period.

6.      All moneys associated with this agreement are supposed to be paid automatically; you should not have to put in a time slip for your incentive pay.

7.      The following locations are where they will need engineers and how many:
    a.       Sterling-11 engineers
    b.      Denver-11 engineers (former Q side)
    c.       Denver-11 engineers (former ATSF side)
    d.      Kansas City West- 15 engineers
    e.       LaHunta-15 engineer
    f.       Amarillo-15 engineers
    g.      Trinadad-15 engineers
    h.      Beardstown-10 engineers
    i.        Centralia-10 Engineers
    j.        Newton-15 engineers 

8.      If you bid on a location and cannot hold it, you will not get assigned another location unless you have it on your bid sheet, so it is strongly suggested that you have all the locations in the order you would want to go on your bid sheet.

9.      If you do not take the temporary transfer at the time it is offered, you cannot go to it unless another bid was offered. (unless you qualify under item #2 above)

10.    If you chose to stay in Lincoln and get bumped out of a pool and are not familiarized on the territory you want to go, it is your responsibility to contact the Road Foreman and determine how many trips you need if any to become familiarized.

11.    If you can hold a pool turn but need to be familiarized on the territory you bid on, you will be removed from the turn and placed on the familiarization board until you are ready to work your turn. You will be paid one day training pay for each trip you make on the familiarization board. You must submit your own 1B trip ticket to get paid.

12.      If you cannot hold an engineer’s job, you will be able to use your trainmen’s seniority.

13.      If you are working as an engineer, you cannot bid on the conductor temporary transfer bulletin, you can only bid on the engineer’s temporary transfer bulletin.

14.  The flooding is expected to last 60 days.

DUE TO RECORD SNOW PACKS AND UNUSUALLY HEAVY SPRING RAINS, AN UNPRECEDENTED AMOUNT OF WATER IS BEING RELEASED INTO THE MISSOURI RIVE BASIN WHICH WILL SIGNIFICANTLY IMPACT RAILROAD OPERATIONS ON THE ST JOSEPH AND POSSIBLY THE CRESTON SUBDIVISIONS.  CURRENTLY BNSF ANTICIPATES THAT SEVERAL LOCATIONS WILL HAVE SURPLUS EMPLOYEES FOR THE LENGTH OF TIME THAT THE RAILROAD IS IMPACTED:

LINCOLN WILL HAVE APPROXIMATELY 160 SURPLUS ENGINEERS AND CONDUCTORS; ALLIANCE 60; OMAHA 35.

TO ENABLE THE BNSF TO CONTINUE TO MEET CUSTOMER'S NEEDS DURING THIS UNPRECEDENTED TIME, THE NEED EXISTS FOR TEMPORARY TRANSFERS FROM THE ENGINEER CRAFT AT SELECT LOCATIONS ON THE WYOMING NO. 9 AND NEBRASKA NO. 8 SENIORITY DISTRICTS; ONLY THOSE EMPLOYEES ASSIGNED TO FOLLOWING TERMINALS AS OF JUNE 7, 2011 WILL BE ELIGIBLE TO APPLY FOR THESE TEMPORARY TRANSFERS:

THE COMPANY ANTICIPATES THE TEMPORARY TRANSFER TO LAST UNTIL THE MISSOURI RIVER FLOODING STARTS SUBSIDING, WHICH IS EXPECTED TO BE ON THE ORDER OF 60-DAYS. ENGINEERS SHOULD INDICATE ON THEIR APPLICATION THE TERMINAL OR TERMINALS TO WHICH THEY WISH TO BE HEADQUARTERED.  IF MULTIPLE TERMINALS ARE REQUESTED ON THE APPLICATIONS, THE ORDER OF PREFERENCE SHOULD ALSO BE NOTED.  APPLICANTS THAT DO NOT DESIGNATE A SPECIFIC TERMINAL OR TERMINALS WILL BE CONSIDERED FOR ALL LISTED TERMINALS.  APPLICANTS THAT DO NOT HAVE SUFFICIENT SENIORITY TO HOLD THE TERMINAL OR TERMINALS LISTED ON THEIR APPLICATION WILL NOT BE ACCEPTED FOR TEMPORARY TRANSFERS NOR WILL THEY BE REQUIRED TO ACCEPT 
TRANSFER TO A LOCATION NOT LISTED.                         

                                                            

THE COMPANY WILL DECIDE THE NUMBER OF ENGINEERS CHOSEN FROM EACH LOCATION DEPENDING ON MANPOWER NEEDS.   ALL POSITIONS WILL BE AWARDED IN SENIORITY ORDER, GUIDED BY THE TERMS AND PROVISIONS OF THE TEMPORARY TRANSFER AGREEMENT.            

                                                            

DUE TO THE EMERGENCY NATURE OF THIS REDEPLOYMENT, SUCCESSFUL APPLICANTS MAY NOT REFUSE THE TEMPORARY TRANSFER AND ARE EXPECTED TO REPORT TO THEIR TEMPORARY LOCATION WITHIN 48 HOURS OF NOTIFICATION.  BECAUSE OF THE URGENCY OF THE SITUATION SUCCESSFUL APPLICANTS ARE IMPLORED TO REPORT AS SOON AS THEY POSSIBLY CAN.  APPLICANTS WHO REPORT WITHIN 48 HOURS WILL RECEIVE IN ADDITION TO ALL OTHER PAYMENTS, A BONUS OF $300.00. EMPLOYEES ABLE TO REPORT EARLIER WILL RECEIVE AN ADDITIONAL BONUS OF $100.00 PER DAY (UP TO $500.00 TOTAL).

WRITTEN APPLICATIONS WILL BE RECEIVED BY THE DIVISION CREW MANAGER IN FT WORTH, TX UNTIL 1200 NOON CST TUESDAY JUNE 14, 2011.  APPLICATIONS SHOULD BE FAXED TO (817) 234-6456 WITH ATTENTION TO SARA GOSSUM, AND INCLUDE THE BULLETIN NUMBER G919.

IN ADDITION TO THEIR ACTUAL EARNINGS, TEMPORARY TRANSFERS WILL RECEIVE;                                              

                                                            

- TRANSPORTATION OR MILEAGE TO AND FROM THE NEW HOME TERMINAL AT THE APPLICABLE MILEAGE RATE.                   

- $750.00 REPORTING BONUS                                  

                                                            

- A DAILY EXPENSE ALLOWANCE OF $40.00 FROM THE TIME OF LEAVING THE HOME SENIORITY DISTRICT UNTIL RELEASE FROM THE TEMPORARY SENIORITY DISTRICT. BNSF WILL MAKE EVERY EFFORT TO PROVIDE SUITABLE LODGING AT THE TEMPORARY LOCATION.  IF THIS POSSIBLE, OR IF THE EMPLOYEE REQUEST TO OPT OUT OF THE PROVIDED LODGING, THEY WILL RECEIVE AN ADDITIONAL $40.00 PER DAY.                                                       

                                                            

- WEEKLY PREMIUM OF $500.00 FOR EACH SEVEN (7) DAY CONSECUTIVE PERIOD EMPLOYEE IS AVAILABLE DURING THE FIRST FORTY-NINE (49) DAYS OF THE TEMPORARY TRANSFER.  THE ALLOWANCE IS THEN INCREASES (UNDER THE SAME TERMS) TO $600.00 AFTER 49 DAYS, $700.00 AFTER 99 DAYS, AND $800.00 AFTER 149 DAYS.  MANDATORY 48 OR 72 HOURS REST UNDER RSIA WILL NOT IMPACT ELIGIBILITY FOR THE WEEKLY BONUS.          

                                                            

- EMPLOYEES WILL BE REQUIRED TO PROTECT SERVICE AT TEMPORARY LOCATION FOR A PERIOD OF 60 DAYS UNLESS RELEASED EARLIER BY THE CARRIER                                                

- TEMPORARILY TRANSFERRED EMPLOYEES MAY BE ALLOWED UP TO 4 CONSECUTIVE DAYS OFF IN EACH 30-DAY PERIOD, WITHOUT REDUCTION IN PREMIUM PAY.

                                                        

- ALL MANDATORY FAMILIARIZATION WILL BE COMPENSATED.
